Did Soapy belong to the KKK?

Now this is a piece I dreaded posting! This was included in Soapy's scrapbook, but there is no date. Who knows when he obtained this? It could be something from his childhood? Something that might have been sent to his family during Reconstruction?

ANY IDEAS?

_____

1894: Colorado Governor Waite replaces fired commissioners Orr and Martin with Populist Party members, Dennis Mullins as fire commissioner and Samuel D. Barnes as police commissioner, a starting shot in the Denver City Hall War.

1898: Skagway vigilante Committee of 101 posts warning handbills for the bunco men to leave the area.
